In 2009, the Indian government set up an identity project that was to
provide every Indian resident with a biometric identity. Technology, a
corporate icon, vanishing corruption and leakage, inclusion of the
hitherto excluded were promises. Surveillance was not to be mentioned.
And there were the three ambitions of uniqueness, universality and
ubiquity.
