In the context of ‘Comprehensive Governance of Public Order and Security’ specifically based on the Safe City Project in the PRC, video camera surveillance in public places is considered as an important technological precaution for security purposes. This form of surveillance is increasingly relied upon, with growing presence and costs. In order to regulate PVS, there are presently three main kinds of legislation in the P.R.C.: 1) the regulations or rules on general technological precaution measures for public security; 2) the specific regulations or rules on the inner order and security protection of enterprises and institutions, and on the management of entertainment venues, and 3) the specific rules on the management of video camera information systems for public security. The main points of these pieces of legislation include: intents of legislation, guiding principles, the places where PVS must be installed or is forbidden, the utilization of PVS’ collected information, etc. It is anticipated that, in the near future, PVS in China will, amongst other forms of surveillance, grow in proliferation, intensification, and central level legislation.
